Very right, and exactly the point why data product management is so important. Because the one person with the problem has to be weighed with the other 95% that have a problem AND want something, a new feature/more data to make decisions of the same/higher importance. If you decide to "fix it" you'll push something else aside without thinking through an actual value driven prioritization process and that's exactly what this matrix helps you to stop. (Btw. if one person ha something super important, and that's actually true, than it'd not be in that quadrant in the matrix but the "fix next sprint" quadrant.) In my experience though, clear communication goes a long way and helps smooth these things out.
